Preventing Basement Flooding

Did you hear about the City of Toronto's downspout disconnection bylaw? I read about it this morning (Saturday Nov. 19) in the National Post. The article is "Five things you need to know about your downspout" and you can read it online (without all the extra diagrams) at this link. We have our basement flooding issues in Hamilton, and it has been my experience that a home inspector will recommend disconnecting the downspout if it is connected directly to the sewer system.
