One of The Real Estate Council of Ontario's regulation is that a real estate broker or salesperson must explain Agency Relationship to consumers so that they understand how they are being represented by the brokerage. The buyer can be treated as a client or a customer but as a customer, the obligations of the broker or salesperson will be different. Understandably consumers are hesitant to sign a Buyer Agency Agreement because they don't want to sign a contract in order to work with a realtor but yet they are ready to sign an offer to purchase which is a contractual agreement between a seller and a buyer.
