Home Improvement Tax Credits?

According to an article in the Globe and Mail this morning, providing partly refundable tax credits not just for energy efficient upgrades but also for general home improvement, could be part of the January 27th budget.  The building industry is of course lending it's weight behind this idea, while others are not exactly supportive.

This could provide a stronger stimulus for our economy, because while up to 50% of consumer spending is potentially lost due to the sheer number of goods imported to Canada, only 20% of that investment is leaked due to imported building and construction materials.  This means more of the stimulus money stays in Canada, benefiting our economy.
