Plan For New Subdivision - About 500 New Units in Peterborough, ON To Be Built

A plan for a subdivision with about 500 units on Parkhill Rd. W. near Brealey Dr. got the endorsement of city council's planning committee on Tuesday.

Council endorsed the draft subdivision plan filed by 2210240 Ontario Inc. for 1232 Parkhill Rd. W.

The subdivision, which a representative for the company told council would be built out over five to eight years, would include 343 single-detached houses, 108 townhouse units, 60 units in multi-unit buildings and commercial space.

Peter Lawless, a local lawyer, represented the developer at the planning committee meeting.

"This is a really important development. It's really great for the economy of this city to be able to have this plan go forward," he said.

The planning committee meeting resumed Tuesday at 5:30 p.m. after council recessed the meeting Monday at 11 p.m. with several items left on the agenda.

         

Some of the neighbours of the property spoke to council to share their concerns about traffic along Parkhill Rd. and to encourage the city to upgrade services to support all future development in the area, not just the proposed subdivision at 1232 Parkhill Rd.

Council altered the draft subdivision plan to add a small park space near the centre of the subdivision. Planning staff had recommended putting all the park space together in a single block at the northeast corner of the subdivision next to the Jackson Creek valley.

Some council members voiced concerns about the plan to have a single road connection between the subdivision and Parkhill Rd.

Allen Rodgers, who lives on Parkhill Rd. W. near the planned subdivision, told council that traffic comes over the crest of the hill on the street going at least 80 km/h even though the speed limit is 50 km/h.

"It's quite dangerous," he said.

Rodgers told council "it would be bordering on irresponsible" to not install traffic lights at the new intersection where the subdivision would connect with Parkhill Rd.

Coun. Bob Hall focused on the single access point to the subdivision from Parkhill Rd.

"As this place fills in, if other outlets aren't developed quickly, the neighbours in this neighbourhood are going to go squirrelly," he said.

A transportation planning consultant hired by the developer explained that there's a single access point because of the challenges surrounding the hill on Parkhill Rd. W. in that area.

The city plans to shave four metres off the top of the hill on the road in the future, said Seo- Woon Im, with Tranplan Associates.

"Right now we have to live with that single access just because it's a sightline issue," he said.

The property is north of Parkhill Rd., east of Brealey Dr., west of Ravenwood Dr. and south of Jackson Creek.

It's an area the city plans to improve over the next few years. The 2010 city budget earmarks $2 million next year for the design and construction of a pumping station expansion on Parkhill Rd., $635,000 next year for the realignment of Brealey Dr. at Parkhill Rd., $2.5 million for the reconstruction of Parkhill Rd. between Wallis Dr. and Ravenwood Dr. next year and $5.3 million to urbanize Parkhill Rd. between Ravenwood Dr. and Brealey Dr. in 2013.

Council supported a motion by Coun. Jack Doris to break up the park space in the subdivision to create a "tot lot," or a small park that's also known as a parkette, near the centre of the neighbourhood.

"That's the social hub ... they can gather at a central point in that community," Doris said.

NOTE: Coun. Ann Farquharson commented that it would be her last meeting as planning committee chairwoman for this term of council before the Oct. 25 municipal election. The Town Ward councillor told The Examiner after the meeting that she hasn't decided whether she's going to seek re-election to council.
